These various link networks that are leaning towards black hat but more in the area of gray hat are ways for you to be able to skirt the issue of back links to a certain extent. They give you the opportunity to use a network of websites that will provide you with links into your website on an ongoing basis. They do their best in order to make sure that these links seem natural but at times, they may be a bit unnatural.
Ultimately, it is going to be your decision whether you are going to employ the use of these linking services or not. Doing so may help you to rank better and receive a lot of traffic but overdoing it may hurt you in the long run. Make sure that you are informed about all of the options that are available to you before making your decision.
