a. You should study the basic terms and concepts of web design. You should also have a theoretical understanding of how a website works and what you need to make one. Reviewing the process and reading about it will help you create an idea and comprehend the purpose of the next few steps that you will be making.

b. After you have reviewed all the theoretical approach on web design, it's time to put your knowledge to the test. The next thing you would need to do is create a web page. There are three different ways that you can do that.

The first being the easiest is that you can use a pre-made template or a web template. This is normally made available to you if you use a web design software. They have libraries of different templates and you can just choose from there.

Second way is that you can use an HTML editor like Adobe Dreamweaver or FrontPage to assist you. This would give you the impression that web design is as simple as creating a document in Microsoft Word, which is good and bad at the same time. Good, because it will remove all your inhibitions about creating a web page. Bad, because using HTML editors will remove your strip of control over how you want your web page to look like because of the numerous intuitive components it has.

And the last and most difficult option you have is to hand code your HTML using simple editors like Notepad. For you to do this, you will need an extensive knowledge and experience on HTML, CSS and Java.

c. After creating your web pages, you should start to recall that a website is simply just an interconnected series of web pages. So for you to create a website, start linking those pages with each other using the link tag ("link.tag") in HTML. Go back to the basic concepts you've learned and review all the kinds of URLs and links you were introduced. This is that part of the procedure wherein you would be able to make use of that knowledge.

d. You've actually finished doing the basics in web design. If you've done everything flawlessly, then you could start exploring the more advanced steps like CSS, Javascripts, PHP, C#, etc. You could work on making your website interactive and fun.

Understanding the basics would lead you to a whole new world in web design that you can play around with. Have fun!
