When you purchase yourself a game controller it will come equipped with its own software if need be, but this kind of software usually only comes with more expensive higher quality controllers. First of all a little tip is that if you're running windows 7 only controllers that plug into the usb port will work, if you just cleared the dust off of your old joystick it's not going to work unless it's got a usb connector. Now that you got your new USB controller it's time to hook it up, now you may run into a problem where you've run out of usb ports, lucky for you there's something called a usb hub that turns one usb port into several, much like a power strip to an outlet. If you're new to USB ports and you're cramming and cramming but the thing won't go in, you may need to flip the connector over, USB connectors only go into USB ports one way.
Now it's time to set up your controller. If need be you're going to want to run your installation disk, if such a disk does not exist it's time to go over to your control panel in the start menu. From here you're going to type in "game controller" in the search box, and then you'll select setup usb game controllers. From here you're going to click the name of your gaming controller, then the properties button, then click on the test tab. From this screen you're going to move the controllers' joystick and click its buttons, if it doesn't seem to be working right click on the settings tab and then click calibrate.
