It is commonly and always argued that other search engines will follow once Google has indexed your site. As Google is always looking for new content, your site might be the one which will be found eventually. Hence, if you don't submit your site to Google as well, would be considered. Google actually states – "Given the large number of sites submitting URLs, its likely your pages will be found in an automatic crawl before they make it into our index through the URL submission form" (Google Information for webmasters" Hence, submitting your site to other search engines is also harmless even though the content is under – development.

1) Even your site is not built or your site has nothing on it, it is advisable to submit your domain to Google as soon as you have it registered.
2) As Yahoo and MSN offer simple and free submissions, you can submit your site to these search engines although you don't submit on other search engines.

There are plenty of search engines on the internet. Don't get confused here. Since, it is a very feasible business – there are hundreds of search engines. It has been shown by studies that there are 11-12 search engines which drive more than 85-90% of the web traffic. Thus, if you have these 11-12 search engines in your list to get it covered, you (may) need not submit your website on the ones which are left.
Moreover, most of the search engines out of these 11-12 do not accept the submissions of site during the time of writing. Google, Yahoo, MSN among these are the ones which accepts. Below is the list of submit pages which are available:
