The AC line splitters are significant enough in the electrical testing scheme as they split the live wire and the neutral wire from each other to eliminate any uncertainty. In addition it can be used for the voltage determination as well. To diagnose a circuit breakdown though, specialized instruments such as circuit breaker identifiers are used.
