Some web hosting companies allow their clients to have unlimited or near-unlimited disk space, however, those companies might usually state in their TOS, or Terms of Service agreement that the clients cannot use the disk space for just any purpose, also file storage may be limited to file type such as HTML only. In other words, utilizing a huge amount of disk space would depend on the client's purpose, and is subject to the host's rules.
Thus, unlimited is not truly unlimited. If it is, the performance of the sites will be affected, and it would be very unpractical for the company as well. Imagine if unlimited web hosting becomes true. For sure, a lot of people will get hooked to it and take advantage of the unlimited services. Some of these clients might already use an enormous amount of disk space and bandwidth.
