Smaller projects may only need one web developer but larger projects may need a team of developers with a team leader micro-managing the day to day taskes.
Software Testers
This often overlooked role is a vital step in the website project process because a software tester will test and inspect every element of your site to ensure that it is working as it was intended. Not only that but they ensure that it works on a variety of different browsers. There is usually several iterations at this point with the project being passed back and forth between the developers and testers as all the bugs are worked out.
With so many different people involved in a web development project it's easy to see how the costs can quickly escalate from what you might consider to be a quick project. One point to note is that while there are some 'jack-of-all-trades' freelancers that can design, code and test they are unlikely to be as effective as someone who specializes in a certain area.
