First, the progressively enhanced website could reach areas (even here in the United States) wherein the monopoly internet provider seems to be providing low quality internet speed. Second, given the fact that not all website browsers are the same, the website can surely reach distant areas. If the website owner desires to expand his business to the other sides of the world (below the Arizona-Mexico border) or to newly-developed nations in Eastern Europe, the website could reach such places and deal with the customers based in those places.
In this day and age, a massive profusion of individual creativity leads us to better and even wilder-looking websites. The website browser companies, on the other hand, would be very busy updating their systems to make sure that their users' browsers are upgraded at all times. Because of progressive enhancement, potential customers who live below the border or who are based outside the United States could surely transact with online businessmen based here in the United States and those who are using upgraded systems. While it is true that technology is always an upward phenomenon, we should also accept the fact that not everyone is updated with technology. In fact, while some companies are using upgraded versions, others are still three years back.
