With no real restrictions (as a bag would), the machine can carry on at near full suction.

What would be the best way to design a vacuum cleaner (assuming that patents were not a problem)?
In an ideal world I would go for an upright with a separate motor to power the brush. This would have a water filtration system to capture the dust.You have to find a way of keeping the water more or less level throughout the process (which is difficult, if not impossible with an upright cleaner).
Why not try a powered brush head working off a tub machine using air washing technology? Surely that get us somewhere nearer to the ideal solution?
Your choice will be an important one. It's best to take your time and weigh up the options. If you get it wrong then at best you may have a machine that is totally wrong for your needs. At worse, you could be risking the long term health of yourself and your family.
